The District Project Facilitator /District Account Officer/District Computer Operator also joined in September 07. Still some posts are vacant.
The team studied the Project Implementation plan (PIP). The entire workload of the PCU MWSIP dealt by Deputy Director Agriculture was handed over to new Project Co-ordination Unit and with drawn slowly from the system. The team member anyhow tried to go through all correspondence / files could take out the important issues pending / backlog from the records. Following actions were under taken by the team in consultation with the DDA and the approval of Nodal Officer

During the field visit I have given no. of suggestion to the field staff as well as the farmers.
In addition to these activities the PCU officials have been guiding newly recruited staff for compiling the data from 80 talukas in different format like S1, S2 & S3 and FMR 1 to5, 1C & other technical reports for onward transmission to ministry and Project Preparation & Monitoring Unit.
The Talley software for double entry cash book maintenance have been loaded & is being utilized to meet the requirement of the World Bank.
The Audit Paras for the financial year 06-07 from AG1 &AG2 have been received to this office and Audit Paras from AG2 for Amaravati, Nagpur & Latur division have been sent to all the District Superintending Agriculture Officers for compliance. Follow up have been taken from time to time. Only RAMETI, Amravati has responded.
The financial progress report from April 07 to December 07 have been prepared and its placed below for information.
The reimbursement claims of Rs.624 lakhs upto December 2007 have been prepared in 1C format for submission to Project Preparation & Monitoring Unit.
The Budget for 2007-08 amounting Rs.25 crores have been allotted to 33 distircts through BDS system and expenditure upto December 2007 is above Rs.632 Lacs.
The Budget for 2008-09 have been prepared & submitted to mantralaya and Project Preparation & Monitoring Unit.
The object wise cost norm of the project have been prepared and submitted to Director (Extension & Training).
The PCU have been provided with only one PC with printer and one laptop with single battery, with one Xerox machine and a telephone facility without fax machine. All the officials involved in PCU are computer literate & the work of PCU is suffering due to want of two more computers and its accessories. I have been requesting to Director (Extension & Training) to provide minimum basic facilities to take the load of work upto the satisfaction of the seniors. I have also requested to provide a peon & stenographer (English & Marathi) to assist me in day-to-day disposal of work. Now the present staff have to undertake the work of stenographer like issuing of fax from other offices, collecting fax & letters from other offices, sending letter to all the Divisional Joint Director of Agriculture & SAOs. Naturally their table work is suffering due to frequent movement from their table to complete above stated work.
The information / paper flow have been tremendously increase due to joining of DPF, DAO, & Computer operator at all district & SPF, ASPF, SAO & Computer Operator at state level, the workload of office Organization and Management functions have been proportionately increase. All the documents of the project are accountable & auditable and therefore proper filing system also needs to be maintained. Any how information required from time to time from Project Preparation & Monitoring Unit and ministry have been provided.
As the progress of the project is improving some more ministerial and technical hand required to put up the files and papers in time. Kindly arrange to provide
1. two agriculture assistant or AO
2. One stenographer English & Marathi
3. One peon
4. Two Pcs with all accessories
5. One fax machine with STD facilities in existing telephone
6. Separate Vehicle as suggested by the Commissioner (Agriculture) on 28/12/07.

I have honor to submit resume of the work undertaken by the officials of the PCU is attached here with for kind information. The Commissioner, Agriculture may kindly be appraised with reference to the briefings given to him on 24th January 2008 by the Dr. Nandwate, Joint Director of Agril. & Mrs. Bankhele, Deputy Director of Agril. in absence of Nodal Officer and the State Project Facilitator, MWSIP, even though they are present in the office on 24th January 2008.
Regarding preparation of concept note on Innovative Pilots, which has been forwarded to ministry and Project Preparation & Monitoring Unit in month of December 2007 itself. As per their suggestions the note has been revised and submitted the Director (Extension & Training) in the last week.
Regarding preparation of guidelines for development of Agri. Entrepreneurs assistance, the Deputy Director Agriculture have been attending this work from a consultant identified before joining PCU team. The consultant have submitted draft guidelines for this purpose in the last week and yet to be finalized.
The staff involved in PCU is making their all efforts as per guidelines of the World Bank & directions of the PPMU for satisfaction of the seniors in spite of number of odds in the work culture.
The Dr. Nandawate, JDA-2 while briefing Director (Extension & Training) on 24th January 2008 afternoon have categorically informed in presence of other officers of PCU and information unit that Mrs. Bankhele, DDA (extension) is already overloaded with number of extension schemes and it will be difficult for her to take-up any other work/ scheme. The Director Extension &Training) may kindly relook into the decision on the letter on 25th January 2008.
The Commissioner Agriculture may be appraised accordingly.
